Nov 2019 Immigration Points System Changes
Spouse age should be less than 45.
|Spouse is Australian Citizen or PR holder||10|
|Spouse has Positive Skill Assessment and competent English||10|
|Spouse has no Skill Assessment but competent English||5|
EOI Ranking Order
A new ranking order will be implemented starting Nov 2019 if multiple EOIs have same number of points.
- Married with a skilled spouse (Spouse 10 points category).
- Single or un-married (Spouse 10 points category).
- EOI with spouse’s competent English but no skills for skilled partner points (age and skills – Spouse 5 points category).
- Primary applicants with a partner who is ineligible for either competent English or Skilled partner points. These applicants will be ranked lowest.
As per immigration consultants Iscah, 66% of PR applications have a spouse and 34% are single applicants.
This means that about one third of EOIs will gain 10 points immediately and leave the family applicants behind unless you have a working spouse.
You will find it difficult to get an invitation if you cannot claim spouse points after November 2019 as married people with working spouse will automatically get 5 extra points as compared to today.
Single applicants will gain the most by jumping ahead in queue with 10 points immediately and will have much better chance of invite than today.
If your Spouse has functional English today, I recommend to to improve the score and try to get at-least to competent level to fetch 5 points.
5 Points: You will gain 5 spouse points if your spouse has competent English score (IELTS 6, 6, 6, 6 or PTE 50 in each).
10 Points: If your spouse has ANZSCO code in same occupation list as you and has positive assessment along with competent English score, you will get 10 points.
10 Points: If you are single and ready to mingle.
10 Points: If you marry an Australian Citizen or Permanent Resident.
0 Points: If your spouse does not fall in any of above cases.
489 Visa being Replaced by 491 Visa
489 Visa category will be completely stopped on Nov 16, 2019 and will be replaced by new visa called 491.
If you do not get an an invite in 489 by November, your 489 EOI will be useless.
189 PR Invite quota reduced by 42%
Number of invites available under subclass 189 visa has been reduced from existing 43,990 to 18,652 which account for about 42% reduction in their yearly Australian PR migration numbers for FY 2019 – 2020.

The new quota will be available staring July 2019 Australia PR draw.
Effect of New 189 PR limits on existing EOI applications
The current pending or Australia EOI applications that are waiting for an invite will be affected if you can’t get an invite before July 2019 in the remaining draws.
The new number for 189 PR also includes the New Zealand citizen 189 quota as well.
#1 Software Engineer – 2613
As per current trends, 2613 EOI with 70 points filed have very low chances of invite.
Increase your points to 75 to have any realistic chance of invite in season 2020.
#2 ICT Business and Systems Analysts – 2611, 2631
Similarly, for ANZSCO codes in 2611 – ICT Business and Systems Analysts and 2631 – Computer Network Professionals, the minimum points required to get an invite have increased to 80 starting July this year. The chance of invite with 70 or lower points have diminished even with a waiting period.

190 and 489 Invites are not affected
The reduction in 189 quota numbers does not affect the 190 state sponsored and 489 sponsored invitation numbers. You can still receive state invite if you have good points (normally the highest in your job code) and your job is in demand in the state.
